Nature of Work:
This is an administrative position responsible for promoting and supporting the City of Guntersville Recycling and Solid Waste Management programs. The successful candidate will be required to exercise initiative and judgement in planning and coordinating events and education relating to a successful recycling and solid waste program. Work also includes accurate record keeping, report submittal, and administrative duties in support of the Public Works Department. Work is performed and reviewed under the general supervision of the Refuse Manager.
Essential Functions:
- Promote the City of Guntersville Recycling Program by education, event planning, local news media, social media, and other means necessary.
- Serve as Guntersville’s Keep America Beautiful Affiliate Representative; ensure all membership requirements are up to date.
- Coordinate with local schools and civic organizations to provide community education about recycling, anti-litter, and Keep America Beautiful programs and events.
- Research grant opportunities available to fund recycling programs or program enhancements; completes paperwork, keeps accurate and up to date records, monitors, and submits required reports to fulfill grant requirements.
- Identify or investigate new opportunities for materials to be collected and recycled; educate local businesses and new residents of the City of Guntersville.
- Keep accurate and up to date records of incoming and outgoing materials; perform monthly reconciliation of all recycling income transactions.
- Performs a variety of administrative task in support of the Recycling, Sanitation, and Street/Maintenance departments operations, which include but not limited to, answering phone, forwarding messages, and processing purchase orders and employee time cards.
- Identify, investigate, and resolve customer service issues.
- Submit quarterly Solid Waste Reports to the State of Alabama.
- Assist in the compliance of the Alabama Department of Environmental Management (ADEM), federal Environmental Protection Agency (EPA), and local municipal ordinances and regulations related to solid waste management and recycling.
- Audit and investigate billing issues; correspond with Guntersville Water & Sewer, and other parties, as needed, regarding billing issues.
- Accept and process applications for back door collection service; maintain and regularly audit back door collection service log; communicate changes to appropriate personnel.
- Communicate to the general public by social media, local news media, or other means necessary, of changes in recycling and garbage collections schedules due to holidays or other issues that may arise.
- These are not to be construed as exclusive or all-inclusive duties. Other duties and responsibilities may be added, deleted, or changed at any given time at the direction of the Refuse Manger. It may be done formally or informally, either verbally or in writing.
Knowledge, Skills, and Abilities:
- Knowledge of the City of Guntersville Recycling Program and applicable ordinances and guidelines as they pertain to recycling and solid waste management with the City of Guntersville.
- Knowledge of modern office practices, procedures, and equipment.
- Strong Microsoft Office (Word, Excel, Powerpoint), internet, and applicable software skills.
- Strong English language, grammar, writing, and math skills.
- Excellent presentation and public speaking skills.
- Excellent customer service and communications (oral and written).
- Excellent organization, problem solving, and attention to detail skills.
- Ability to perform routine clerical tasks, including, but not limited to the use of copy machine, calculator, multi-line phone, and fax machine.
- Ability to professionally represent the City of Guntersville to the general public, outside groups, organizations, and associations.
- Ability to proper and efficient record keeping.
- Ability to plan, schedule, coordinate, and oversee recycling and anti-litter events.
- Ability to read and interpret federal, state, and local regulations and ordinances relating to recycling, litter, and solid waste.
- Ability to work flexible hours to include weekends.
- Ability to attend offsite training and profession/public meetings as necessary or required.
- Ability to establish and maintain an effective working relationship with supervisors, co-workers, subordinates, organizations, associations, general public, and those in contact in the course of work.
- Ability to perform all essential functions.
Physical Requirements:
- Ability to sit, stand, or walk for extended periods of time. Ability to bend, squat, kneel, stoop, stretch, reach, feel, grasp, handle, lift, push, pull, manual dexterity, talk to be heard above ambient noise, and visual acuity at a level to operate motor vehicles frequently. Physical strength to lift and carry approximately 50 pounds occasionally.
Minimum Qualifications:
- Graduation from an accredited high school or G.E.D. equivalent.
- Possess a valid State of Alabama driver’s license with driving record suitable for insurability.
