Job Title: Refuse Manager

Nature of Work
This is an administrative and supervisory position responsible for all activities, processes, and operations of the Sanitation and Recycling Departments of the City of Guntersville. Work involves planning, assigning, and supervising the various operations of the sanitation and recycling departments which include residential and commercial refuse pickup, delivery to landfill, residential and commercial recycling pickup, and sorting and preparation of recyclable materials. Supervision is also exercised in the automotive maintenance required for all vehicles and equipment used in these operations and over a number of non-skilled, semi-skilled, and skilled laborers, and supervisory subordinates. Work is performed and reviewed under the general supervision of the Mayor.
Essential Functions:
- Plans, organizes, coordinates, and supervises all activities and processes of the Sanitation and Recycling Departments; continuously makes field inspections of work crew and operations.
- Promotes and makes recommendations for continuous improvement for the Sanitation and Recycling programs.
- Plans, organizes, coordinates, and supervises maintenance and repair of trucks and equipment used within the department operations.
- Trains, assigns, directs, schedules, supervises, and evaluates personnel. Completes performance evaluations and disciplines personnel when necessary; makes recommendation to Human Resource Director when further disciplinary action is necessary. Recruits, interviews and makes recommendations for hire.
- Participates in the development and management of department’s annual budget.

Knowledge, Skills, and Abilities:
- Thorough knowledge of the equipment, materials, methods, and techniques used in the activities of the city’s sanitation and recycling departments.
- Thorough knowledge of state and city codes, ordinances, and laws regarding solid waste and recyclable pickup and disposal.
- Knowledge of occupational hazards and safety precautions applicable to the operations of assigned equipment associated with the daily activities in the city’s sanitation and recycling departments.
- Considerable knowledge of the geography and the street and highway systems of the City.
- Considerable knowledge of the principles and practices of effective management.
- Skilled in basic computer operations to include applicable software.
- Excellent truck driving/maneuvering skills.
- Ability to effectively plan, organize, coordinate, and direct department programs.
- Ability to effectively supervise subordinate employees and ability to build effective teams to accomplish daily task.
- Ability to communicate and understand the English language; Ability to communicate clearly and concisely, both orally and in writing.
- Ability to establish and maintain an effective and respectful working relationships with elected officials, supervisors, co-workers, subordinate employees, vendors, customers, general public, and those contacted in the course of work.
- Ability to analyze and prepare required reports, records, and information.
- Ability to make decisions with sound judgement.
- Ability to work in all weather conditions.
- Ability to work overtime, including weekends and holiday when necessary.
- Ability to perform all essential functions.
Minimum Qualifications:
- Currently hold a valid Alabama Drivers License with driving record suitable for insurability; Class A or B CDL preferred.
- Graduation from an accredited high school or G.E.D. equivalent; 3-5 years of any combination of experience and training in solid waste pickup and disposal, or related field, to include supervisory experience.
Physical Requirements:
- Sufficient physical strength to occasionally lift and carry at least 60 pounds; ability to frequently sit, walk, stand, kneel, bend, squat, climb, push, pull, and reach.
- Ability to work in very cold and hot temperatures and to work in inclement weather.
